WASHINGTON (Reuters) - The U.S. Justice Department is expected to sue Alphabet’s Google as soon as next week, and is currently urging state attorneys general to sign onto the lawsuit, according to three sources familiar with the process.

The lawsuit is expected to accuse Google, builder of the world’s dominant search engine, of looking to disadvantage rivals such as Microsoft’s Bing by depriving them of the data about users and user preferences that they need to improve and to advertise to people.

The Justice Department has also been investigating Google’s “search advertising,” the ads that appear under a search box if a person looks up a consumer item like “dishwasher.” Google controls the sale of the space under these searches, as well as the tools to make those ad sales.

Google has repeatedly denied any wrongdoing. The Justice Department declined to comment.

Regarding search, Google has said users have access to other information sources, like Twitter for news and Amazon for products. In advertising, it says it competes with a large array of companies, including Oracle and Verizon.

State attorneys general, many of whom are already investigating other Google businesses, are in the process of considering whether to sign on to the federal lawsuit, the sources said.

The lawsuit would be the first real blow to fall after the Justice Department and Federal Trade Commission said last year they had opened antitrust investigations of Google, Facebook, Amazon and Apple. Progressive Democrats have praised the effort.

Separately, President Donald Trump’s administration has said social media companies, including Google’s YouTube, have stifled conservative voices.

Haskell GHC 9.0.1-alpha released with Linear type support

[ANNOUNCE] Glasgow Haskell Compiler 9.0.1-alpha1 released

Ben Gamari ben at well-typed.com
Mon Sep 28 19:14:04 UTC 2020
Hello all,

The GHC team is very pleased to announce the availability of the first
alpha release in the GHC 9.0 series. Source and binary distributions are
available at the usual place:

    https://downloads.haskell.org/ghc/9.0.1-alpha1/

This first alpha comes quite a bit later than expected. However, we have
done a significant amount of testing on this pre-release and therefore
hope to be able to move forward quickly with a release candidate next
week and with a final release in mid-October.

GHC 9.0.1 will bring a number of new features:

 * A first cut of the new LinearTypes language extension [1], allowing
use of linear function syntax and linear record fields.

 * A new bignum library (ghc-bignum), allowing GHC to be more easily
used with integer libraries other than GMP.

 * Improvements in code generation, resulting in considerable
   performance improvements in some programs.

 * Improvements in pattern-match checking, allowing more precise
detection of redundant cases and reduced compilation time.

 * Implementation of the "simplified subsumption" proposal [2]
simplifying the type system and paving the way for QuickLook
   impredicativity in GHC 9.2.

 * Implementation of the QualifiedDo extension [3], allowing more
   convenient overloading of `do` syntax.

 * Improvements in compilation time.

And many more. See the release notes [4] for a full accounting of the
changes in this release.

Do note that there are a few things that we expect will change before
the final release:

 * We expect to sort out a notarization workflow for Apple Darwin,
allowing our binary distributions to be used on macOS Catalina
   without hassle.

Until this has been sorted out Catalina users can exempt the
current macOS binary distribution from the notarization requirement
themselves by running `xattr -cr .` on the unpacked tree before
   running `make install`.

 * We will likely transition the Alpine binary distribution to be fully
   statically-linked, providing a convenient, distribution-independent
   packaging option for Linux users.

 * We will be merging a robust solution for #17760 which will introduce
a new primitive, `keepAlive#`, to the `base` library, subsuming
   most uses of `touch#`.

As always, do test this release and open tickets for whatever issues you
encounter. To help with this, we will be publishing a blog post
describing use of our new `head.hackage` infrastructure to ease testing
of larger projects with Hackage dependencies later this week.

Cheers,

- Ben

Show HN: GRT – track code review turnaround for your GitHub repositories

GRT

Github Code Review Turnaround

Track and view code review turnaround for your github repository. Code review turnaround is the time taken between the code review assignment and completion. This metric helps to determine if code reviews are being blockers for a team and if any optimization in the code reivew process is required.

GRT uses github webhooks to maintain a database of code review requests and submissions. It offers an api to generate an html report or return a json response of the average turnarounds.

sample_plot

{
  "2020-09-18T09:00:22": 0,
  "2020-09-19T09:00:22": 454.88,
  "2020-09-20T09:00:22": 1315.75,
  "2020-09-21T09:00:22": 87.13,
  "2020-09-22T09:00:22": 178.05,
  "2020-09-23T09:00:22": 95.83,
  "2020-09-24T09:00:22": 40.7,
  "2020-09-25T09:00:22": 0
}

API

The average turnarounds can be fetched with a simple GET request. The root endpoint is different based on the deployment.

GET /turnarounds/?last={last}&period={period}&plot={plot}

For eg. GET /turnarounds/?last=week&period=day&plot=true provides you an html chart of the turnarounds of the last week, averaged over a day

Query Params

  • last:str : the duration since the request to get the average turnarounds. Only week or month supported for now. Defaults to week.
  • period:str : the period to calculate the average over. Only day or week supported for now. Defaults to day.
  • plot:bool : whether to view a plot or not. Defaults to true.

Responses

  • If plot is true returns an html chart of the average turnarounds.

  • If plot is false returns a json response with dates as keys and corresponding average turnarounds in minutes. A value of 0 denotes no code reviews were completed in that period.

Client Errors

  • 400 Bad Request - if last or period are bad values

Deployment

GRT is deployed on Deta micros. It uses Deta Base for storing information about the reviews.

The following instructions are valid only for deploying to a Deta Micro. If you need to deploy to a different cloud platform or need a different database, please refer to the corresponding platform's deployment process or database setup.

Clone the repository

$ git clone https://github.com/aavshr/grt

Deploy on Deta

You will need to have the Deta CLI installed.

  • Change the directory to the cloned directory and enter

You should see the output that the application has been created and the dependencies have been installed.

  • After installing the app, enter

You should see details about your application in your ouptut. The endpoint shown will be needed later to add as the webhook url on github.

  • Lastly disable auth by entering

We will use a webhook secret to verify that the events are coming from github on our webhook endpoint.

Set up the webhook

{your_endpoint}/webhook_events
  • Change the Content type to application/json

  • Generate a long secure random string (there are services online that do this) and use that as the Webhook Secret. Keep hold of this secret as you will need it to set up the app's environment later.

  • Select Let me select individual events when selecting the events to trigger the webhook. Select the following events:

    • Pull requests : To know when a code review is requested
    • Pull requests reviews : To know when a code review has been submitted or deleted
  • Click on Add Webhook to add the webhook.

Set up the environment

The webhook secret used in setting up the webhook is provided through an environment variable WEBHOOK_SECRET.

  • Create a .env file in the app's root directory and add your secret in the file. Make sure not to expose this file publicly.
WEBHOOK_SECRET=your_webhook_secret
  • Update the enviroment variables of your app

You should see that the enviornment variables have been sucessfully updated.

The application should now keep track of code review turnarounds and you can use the api to fetch them.

Doctors Group Sues California for Failing to Add Processed Meat to Cancer List

SACRAMENTO—The Physicians Committee for Responsible Medicine—a nonprofit with more than 25,000 members in California—filed a lawsuit against the State of California on March 11 for failing to include cancer-causing processed meat—such as hot dogs, bacon, and deli meat—on the state’s list of substances known to cause cancer, as required by Proposition 65.

The lawsuit argues that California has neglected to follow a state law requiring the Office of Environmental Health Hazard Assessment (OEHHA) to include on its carcinogen list “[s]ubstances listed as human or animal carcinogens by the International Agency for Research on Cancer (IARC).”

In 2015, after 22 experts from 10 countries assessed more than 800 epidemiological studies, the IARC classified consumption of processed meat as “‘carcinogenic to humans’ (Group 1) on the basis of sufficient evidence for colorectal cancer.” The experts highlighted a meta-analysis that concluded that each 50-gram portion of processed meat (about one hot dog) eaten daily increases the risk of colorectal cancer by 18 percent. Research shows that eating 50 grams of processed meat daily also increases the risk of breast cancer, prostate cancer, pancreatic cancer, and overall cancer mortality.

Throughout 2017, 2018, and 2019, the Physicians Committee urged the OEHHA to follow the law and list processed meat as a cancer-causing substance. In February 2018, the Physicians Committee backed a resolution introduced in the California State Legislature by then-Sen. Ricardo Lara urging the OEHHA to add processed meat to Proposition 65. In September 2019, the OEHHA told the Physicians Committee that the agency would make a determination regarding processed meat by January 2020 but has failed to do so.

“It’s a clear-cut case. California has been violating the law for nearly five years by failing to add processed meat to the Proposition 65 list,” says Mark Kennedy, Esq., vice president of legal affairs for the Physicians Committee. “It’s time for the OEHHA to stop dragging its feet.”

Plaintiffs also include Physicians Committee members Donald D. Forrester, MD, a family medicine physician in Sacramento, Calif., and Anna Herby, RD, CDE, who resides in Mendocino County. Ms. Herby works with patients to help prevent and reverse chronic diseases through nutrition.

“California must commit to making sure that every resident knows that processed meat increases cancer risk, and Proposition 65 is the place to make that clear,” says Anna Herby, RD, CDE. “A hospital patient being treated for cancer shouldn’t be learning for the first time that hot dogs are a health hazard.”

Colorectal cancer is the second-leading cause of cancer-related deaths in California. The American Cancer Society estimates that California will have 15,530 new cases of colorectal cancer in 2020 and 5,480 deaths from the disease.

“Tens of thousands of Californians are diagnosed or die from colorectal cancer every year,” says Donald D. Forrester, MD. “Adding processed meat to Proposition 65 would provide first-line defense against this deadly disease.”

Ask HN: How to find “senior” jack of all trades jobs?
2 points by stevenhubertron 7 minutes ago | hide | past | favorite | discuss
I have been in my current role for about 6 years. While I wasn't hired for it specifically, my average week has my time split between product management, managing a small team to develop those products, ux design, and front-end JS/Python development. It's really a roll where I am all over the place and I do really enjoy it. However, due to the Covid reality in the world right now I am starting to think my time here is up. How can I find another job that isn't specialized to one specific roll as I really do enjoy backing jack of all trades master of none and would like to continue to do that in my next role. I'm also fairly experienced with 16 years of "jack of all trade" type positions.
